Since the survival of the mankind depends highly on each other, it is necessary to structure the political power. The world is depending on technical and scientific knowledge and therfore the government will be ruled by engineers and scientists. Education is open for everyone, and as soon as a academic degree has been reached, the academic person will become a member of the government. Information is one of the mayor goods and therefore a system which opens the knowledge to all persons who live in this world are important for the survival. A part of the forth in this world is elected by the people, to allow an influence of the technocratical government, but the "last word" do have the leader of the engineers and scientists. These leaders are elected by the professors of the universities.
