The democratic parties will be elected by the people. The parliament will not vote for new laws directly. This will done by the people directly, but to avoid that demagogues will influence the people with simplifying the correlations, the vote of one person will weight by hers/his knowledge of the subject. To find out what the knowledge is the voter has to fill out a test which contains questions about the subject and each right answer in this questionnaire will increase the weight of the vote. The questions will generated by the political parties, according to their ratio in the parliament. The questions will published before the vote, and can be found in the news papers or the internet. Even the answers can be found there so that it is possible that people just learn the right answers and follow then some demagogues, but then it will not be so easy to simplify the correlations and the people will be quite knowledgeable about every subject which is discussed in the parliament. &lt;br /&gt;

The caves are connected by tubes which allows to transport electricity, data, and materials. Big machines needs to be produced in each cave system independently because the building of wide tubes are very costly. Transportation of goods and machines through the outside world has a high risk of contamination and requires a lot of decontamination work after the transport. Therefore it is not likely that this will happen very often. It is also more likely that each cave system needs to build up its own ecosystem independently from each other that in case of a contamination of one of the caves the other are still able to survive. Therefore only raw material needs to be transported between two distant cave systems. Recycling will be come an important part of the work which needs to be done. Each cave should have their own recycling facility and are able to recover all goods from the waste. Waste itself should be minimized and if it can not be avoided to produce waste, then this waste should be recycled and design to be recycled. Organic waste will be used in the organic tanks so that a transportation system for organic waste needs to be established. Most of the organic tanks which produce fresh air and food are close to the living areas of the people. Therefore only excess sludge needs to be transported to distant places. These excess sludge can be put into containers and like other goods transported via the transportation tubes. These tubes are just wide enough to transport containers with people to allow an exchange of people between the cave systems. §9 Die Staatsform ist föderalistisch. Von der Weltregierung, zum Einzelstaat, zum Bundesland, zum Landkreis, zur Stadt ist organisiert. Jeder Bewohner dieser Organisationseinheit ist stimmberechtigt, sobald er über 14 ist, und in dem Gebiet als Bewohner registriert ist. &lt;br /&gt;

§10 Die Vertreter der Legislative sind in Parteien organisiert, die Gesetze entwerfen und sie dem Volk zur Abstimmung vorlegen. Die Parteien bestimmen entsprechend ihres Proporzes die Fragen für den Wissenstests, der vor jeder Abstimmung ausgefüllt werden muß, um die Qualifikation des Abstimmenden zu prüfen. Die Wichtung der Stimme steigt, mit dem Anteil der richtig beantworteten Fragen.&lt;br /&gt;

§11 Die Vertreter der Executive müssen zur Zulassung zur Wahl eine entsprechende Ausbildung nachweisen. Eine direkte Wahl erfolgt nur auf der untersten Organisationsebene, der Stadt. Vertreter werden entsprechend des Bevölkerungsanteil in die nächst höhere Ebene entsendet.&lt;br /&gt;

§12 Die Vertreter der Jurisprudenz müssen zur Zulassung zur Wahl eine entsprechende Ausbildung nachweisen. Eine direkte Wahl findet auf der Landkreisebene statt, da für jeden Landkreis ein Kreisgericht eingerichtet werden muß. Für die höheren Ebenen werden entsprechende Vertreter entsendet.&lt;br /&gt;

The parliament will not vote for new laws directly. This will done by the people directly, but to avoid that demagogues will influence the people with simplifying the correlations, the vote of one person will weight by hers/his knowledge of the subject. To find out what the knowledge is the voter has to fill out a test which contains questions about the subject and each right answer in this questionnaire will increase the weight of the vote. The questions will generated by the political parties, according to their ratio in the parliament. The questions will published before the vote, and can be found in the news papers or the internet. Even the answers can be found there so that it is possible that people just learn the right answers and follow then some demagogues, but then it will not be so easy to simplify the correlations and the people will be quite knowledgeable about every subject which is discussed in the parliament. &lt;br /&gt;

Each forth in the government will try to increase the knowledge, because well-educated people are needed for following their interest. Education is therefore one major goal in this world.&lt;br /&gt;

Um das Wissen zu bewerten muß der Wähler mit der Abstimmung auch einen Fragebogen ausfüllen und je nach dem Anteil der richtigen Antworten, wird die Stimme gewichtet. Die Fragen des Fragebogens werden von den Parteien ausgearbeitet, und jede Partei bringt ihrem Anteil im Parlament entsprechend die Fragen ein und legt die richtige Antwort fest. Die Fragen werden vor der Abstimmung veröffentlicht und man kann sie im Internet und Zeitungen einsehen. Selbst wenn die Antworten auch veröffentlicht werden, so muß sich ein Wähler, der für ein Thema abstimmen möchte, sich mit der Frage im Vorhinein auseinander setzten. &lt;br /&gt;
&lt;br /&gt;
Diese Vorgehensweise hat mehrere Vorteile. Die zwei wichtigsten sind:&lt;br /&gt;
# Der Bürger des Staates wird viel stärker in die Gesetzgebung eingebunden und entwickelt dadurch ein hohes Verantwortungsgefühl gegenüber den erlassenen Gesetzen und den Staat an sich.&lt;br /&gt;
# Die Kräfte des Staates müssen daraufbedacht sein, das Wissen ihrer Wähler zu stärken, weil nur durch einen gute Ausbildung, vernünftige Gesetze verabschiedet werden können. Ausbildung wird somit eins der wichtigsten Ziele dieses Staates.&lt;br /&gt;
&lt;br /&gt;
Wie in jeder Demokratie, gilt auch hier die Gewaltenteilung in Gesetzgebung, Vollziehung und Rechtsprechung. D.h. jeder Bereich ist unabhängig und es gibt keine direkte Einflußnahme des einen auf den anderen Bereichs. Eingebrachte Gesetze werden auf die Verfassungskonformität von unabhängigen Richtern, die in einer Wahl an der nur die ernannten Richter teilnehmen dürfen, bestimmt. Dieses Verfassungsgericht prüft jedes Gericht, bevor es zur Abstimmung kommt, auf dessen Vereinbarkeit mit der Verfassung. Lorries are needed for transporting goods from the train station to the final destinations and vice versa. They are never used for long range transport because the trains are much faster and less energy consuming then the lorries. The maximum weight of such a lorry can be 3 tons, so that they can carry 2 tons maximum. More heavy goods needs to be transported in pieces or via rivers by boats and the places for manufacturing these goods has to be at such transportation ways. &lt;br /&gt;

The need for freight transportation will be minimized due to the price for energy. To combine the advantage of individual transportation like cars and the energy efficiency of the low friction by tracks, an low energy train will be the most useful transportation for mid range transport and in cities.&amp;lt;br&amp;gt;&lt;br /&gt;
The low energy train is actually not a train with an engine and coaches. Each coach has its own electrical engine and can carry up to 8 persons. These vehicles can drive independently from each other but will mainly build interconnection with others to reduce the aerodynamic drag. In each station some of these vehicles are waiting for passengers, each vehicle will have a designated destination which will be given by the passengers. The first passenger will fix the destination and the following passengers which also will need to be transported to the same destination or in the direction of this destination will fill the places. As soon as it is full or the waiting time for the first passenger will increase about 5 minutes the vehicle starts. In parallel other vehicles from other stations before that station will pass by in drags, because each of these vehicles has the same power and the complete drag is as faster as more vehicles are combined because the drag has a much lower aerodynamic resistance then the individual vehicles. So the natural way for long distance is to have a large number of individual vehicles combined in drags.&amp;lt;br&amp;gt;&lt;br /&gt;
The weight of such a vehicle is not more then for a mini bus of today, because it is not necessary that a individual vehicle has to pull or decelerate the complete drag. Also the passenger seats will look more like the seats in a small aeroplane or a mini bus, to minimize the parasitic weight, which is needed if space for walking and standing are there.&amp;lt;br&amp;gt;&lt;br /&gt;
The drag itself need not to stop at each station because only the vehicles with destination of a passing station are sorted out by high speed steeps inside the track, so that the overall travelling time is much smaller then of actual trains which stops at nearly each intermediate station. The maximum speed of such a drag can reach up to 200 km/h whereas the individual verhicle can only reach 100 km/h if it is alone. If a vehicle has to decelerate it will use its engine as a dynamo which generate electrical power for the other vehicles.&amp;lt;br&amp;gt;&lt;br /&gt;
Goods are also transported with this system via far distances. The vehicles for transportation of goods are having the same size and power then the one for passengers, only the loading space will look different to be optimized for boxes. The distances for goods can be much higher then these for passengers, because goods can be transported many days without stopping.&amp;lt;br&amp;gt;&lt;br /&gt;
The loading and unloading of goods will be controlled by computers to conduct a fast and automated way, like in a packing station today.&amp;lt;br&amp;gt; &lt;br /&gt;
